I object to holidays falling on Wednesdays because alternate side parking is suspended on Wednesdays anyway, and if a holiday can't provide one more day of the week that I don't have to concern myself with parking, then it's not really a holiday at all, is it?At least to me it's not.

Beyond your explanation of the holiday, what confuses me more is the sign in question ...
Is it telling us not to litter when you park?
Or to go ahead and litter when you are NOT parking?
Or to litter only when we are parked, and to clean up when we are NOT parked??
Or is it telling us that parking AND littering are both okay if we agree to sweep the street before we leave??
Or ...
