Not a quarter, not a whole... just somewhere in between.
New York City has had some major blackouts. There was one in the 1970's when I lived there. I imagine that the constellations must have been visible, but as a New Yorker, I never bothered to look up at the sky.
I saw Orion's Belt over 110th Street a couple of months ago, but the dream was different... it was as if I were in the desert at night, because you know, even in a blackout, there's only so much sky above the buildings. With that said, I'm a New Yorker, too, and I'm always looking up. ;-)
